Oman Horizon Bulletin

Muscat, 12 Feb – The 8th Indian Ocean Conference (IOC) is set to commence in Muscat this Sunday, bringing together key leaders, ministers, and officials from 60 countries and international organizations. The two-day event, hosted by the Sultanate of Oman’s Foreign Ministry, will focus on “Voyage to New Horizons of Maritime Partnership.”

Oman’s Legacy in Maritime Affairs

Speaking at a press conference, Sheikh Khalifa bin Ali Al Harthy, Undersecretary for Political Affairs at the Foreign Ministry, highlighted Oman’s deep-rooted maritime history and its strategic role in Indian Ocean trade and security. He emphasized that Foreign Minister Sayyid Badr bin Hamad Al Busaidi will inaugurate the event, which aims to strengthen economic and security partnerships among Indian Ocean nations and beyond.

Oman has long been a pioneer in maritime cooperation, being one of the founding members of the Indian Ocean Rim Association (IORA), established in 1997. The country has consistently played a crucial role in enhancing ocean governance, sustainable trade, and blue economy initiatives.

Key Objectives of the Conference

The Indian Ocean Conference seeks to:
✅ Strengthen economic and security cooperation among coastal and partner nations.
✅ Enhance maritime security, combat piracy, and ensure safe trade routes.
✅ Support sustainable trade and the blue economy.
✅ Improve transportation networks and port infrastructure.
✅ Address urgent issues such as climate change, human trafficking, and disaster relief.

Sheikh Al Harthy also noted that the conference will serve as a platform to showcase Oman’s growing investment appeal, particularly in infrastructure, logistics, and ports. Several bilateral meetings between foreign ministers will take place on the sidelines to discuss potential collaborations.

Largest Participation in IOC History

Dr. Ram Madhav, President of the India Foundation, stated that this year’s conference will be the largest edition to date, with participation extending beyond Indian Ocean nations to include several Arab and Asian countries.

He revealed that 27 foreign ministers will deliver speeches, presenting their countries’ strategies on maritime security and trade partnerships. With the Indian Ocean covering 36 countries and home to 3 billion people, its strategic significance is undeniable—70% of global maritime trade passes through its waters.

The conference will explore how technology can enhance port security, governance, and regional cooperation while ensuring the freedom of navigation remains protected.

As an annual international forum, the Indian Ocean Conference continues to be a vital platform for collaboration in addressing the region’s challenges and opportunities.
