Oman Horizon Bulletin

Kuwait City – The Oman Olympic Committee (OOC) actively participated in the 100th meeting of the GCC National Olympic Committees (NOCs) Executive Board, which took place in Kuwait last Sunday. The OOC delegation included Taha Sulaiman Al-Kishry, Secretary-General; Sayyida Sanaa Hamad Al-Busaidiya, Chairwoman of the Oman Women’s Sports and Gender Equality Committee; and Mohammed Hamad Al-Rahbi, OOC Executive Director.

Key Discussions and Decisions

The meeting addressed a range of significant topics related to sports development and athlete participation across the Gulf Cooperation Council (GCC) countries. One of the central discussions revolved around the 3rd GCC Beach Games, set to be hosted by Oman from April 5 to 11, 2024. The Secretary-General of OOC delivered an in-depth presentation detailing the progress of event preparations, including the official unveiling of the games’ logo. The Executive Board and the GCC General Secretariat commended Oman’s efforts in ensuring top-tier organization and adherence to international standards.

In addition, the General Secretariat encouraged GCC NOCs to comply with the event timelines and regulations outlined in the GCC Joint Games Statute to ensure smooth execution.

Another crucial agenda item included a review of the GCC Joint Sports Games calendar for 2023–2027. Furthermore, the Kuwaiti Olympic Committee proposed hosting the 2nd GCC Youth Games in 2028, which received formal approval. A recommendation was made for final endorsement by GCC NOCs, while the Planning, Coordination, and Follow-up Committee was assigned the responsibility of drafting the sports calendar for 2029–2031.

Unified Statute for GCC Sports Federations and Future Initiatives

The Qatari Olympic Committee, in collaboration with the Advisory Sports Committee, presented a draft of the Unified Statute for GCC Sports Federations, aiming to standardize the framework for sports governance across the Gulf region. The draft also included a proposal to establish a GCC Sports Federation to oversee joint efforts. The Executive Board agreed to distribute the draft among all GCC NOCs for further feedback before its submission to the Supreme Council for approval. A dedicated committee was tasked with refining the statute to ensure it aligns with evolving sports policies and regulations.

The Executive Board also assessed the progress of various advisory committees. Approval was granted for the Sports and Athletes Committees’ action plans for 2025, while an emphasis was placed on accelerating preparations for the Women’s Sports Advisory Committee and the Paralympic Committee. The Board urged these committees to strengthen their efforts in executing upcoming projects.

Sports Law Conference and Training Workshops

As part of a broader initiative to enhance legal and administrative aspects of sports governance, the Executive Board approved the organization of a conference on sports law and management. This event will initially focus on GCC countries, with the potential to expand into a global platform in the future. The Planning, Coordination, and Follow-up Committee was tasked with formulating a comprehensive roadmap for the conference.

Women’s Sports and Anti-Manipulation Measures

Parallel to the Executive Board Meeting, key figures from the Oman Women’s Sports and Gender Equality Committee participated in specialized sessions. Sayyida Sanaa Hamad Al-Busaidiya, alongside Saada Salem Al-Ismailiya, attended the Advisory Committee for Women’s Sports Meeting in Kuwait, where discussions covered the Unified Statute for GCC Sports Federations, the committee’s strategic objectives for 2025, and updates on the 3rd GCC Beach Games.

Additionally, Dr. Amer Hamed Al-Touqi, a member of the Sports Advisory Committee, joined the committee’s 6th official meeting. Meanwhile, Badr Ali Awlad Thani from OOC took part in a specialized workshop on preventing competition manipulation, held as part of the broader discussions.
